Original article: Spanish mortgage relief

Recently the Prime Minister of Spain, José Luis Rodríguez Zapatero, announced that by 2011 mortgage relief for those earning more than 24,000€ will be stopped. After originally reading the article Zapatero and Common sense I have had time to do a bit of research on the topic and Spain does not seem to be alone in this ‘gesture’, with countries like Ireland having implemented similar measures recently.

As is typical with most socialists this system will work on a sliding scale and will of course penalise those that earn more. From 2011 if you earn 17,000 or less a year you will be entitled to mortgage relief. Over 17,000€ it will be on a sliding scale and once you reach 24,000€, no relief for you!

But why implement this in 2011, instead of now? Like other nations? Well the reasoning seems to be that by implementing it in 2011, it will motivate buyers of primary residence to maybe not wait to see if the market drops further, but instead purchase now. If it works the idea is to help clear up the new/unsold property, estimated at nearly 1 million properties, found throughout Spain.

And in the short term this might even work. My issue with this though, is that it will be hitting the Spain’s main engine of growth, the middle classes. The rich, will not be affected and the working classes will not benefit as unless the household earns approximately 17,000€ or more, they will not be able to afford to purchase a property anyway!
So who else wins or loses under this scheme? Well banks are definitely going to benefit, as they will be giving out the mortgages. Developers in the short term will also benefit as they will be able to shift a lot of their unsold/new stock. Although with the increasing amount of properties that developers have been handing over to the banks to clear their debts until recently, the banks will also be winning via the sale of properties. And in the long term developers could possibly lose out from all those who are buying their main residences. But let us be honest, developers are going to lose out in the future regardless as their current business model for the residential market (mass building) is dead and buried.

In the governments defence though, they claim this is a ‘progressive’ policy and in a way it is. Via a range of studies it has been shown that home owner improves a child’s performance at school. Home ownership also makes you a ‘stakeholder’ in the community. The idea being you as a property owner will take a more active interest in your surroundings. But as with most studies, the methodology and results are open to interpretation.
In either case, many here in Spain feel that Zapatero has chosen political expediency over long term economic performance. Either way the main opposition party (partido Popular) have confirmed that they will reverse this plan if they are elected.

By means of personal development, people learn to realize their unique strengths and shortcomings. Developing a formal personal development plan takes honesty, perseverance, and plenty of energy. To begin, review your strengths and weaknesses honestly. Other conventionally used methods for self improvement consist of behavior therapy and support groups. These, however, only encourage people to focus on features of negative attitudes and actions that they already see and understand. These approaches focus on the features, not the root, of the issue.

A better strategy for helping people deal with personality faults and capitalize on their strengths is personal development hypnotherapy. As the debate over health care issues heats up once more during political elections, people have another opportunity to communicate what is needed. The usual tired alternatives continue to be offered, along with some truly monumentally dangerous ideas that would have a devastating impact on people who are already struggling to make ends meet. A box of band aids is not enough to close these gaping wounds.

One direction being discussed is the possibility of making it a legal requirement for people to purchase health care insurance, similar to the laws already in place for car insurance or mortgage insurance. Moving in this direction is one of the most ignorant things our lawmakers could do to solve the current health care crisis. This move also demonstrates how insensitive some representatives in Washington are to the real needs of the people who are struggling with living in the United States.

Good health care is only one of several essentials of life that are treated as if they were luxuries rather than needs. People without health insurance today are not in jeopardy because they have decided to spend their available income on frivolous alternatives. They do not have health coverage because they cannot afford to add the cost of insurance to their day to day living expenses. People are gambling that something will be done to solve the problem of affordable health care before they get sick enough to need more care than they can pay for out of pocket.

The real issue here is not how much insurance people can afford to buy; it is how much can they afford to pay to stay healthy, or recover from a serious illness. While politicians argue about the best way for people to be forced to keep their money flowing into insurance company profits, there is an equal push to keep the problem from becoming another government bureaucracy standing in the way of getting health care.

Most discussions on the table are debating the pros and cons of maintaining private enterprise health care systems, or government funded health care. On both sides of the issue, people are pointing out how broken and flawed both types of systems can be, and making “best of the worst” arguments to maintain the status quo. To resolve the question of health care, design of the system should have a number of essential focus points which are vital to reaching a satisfactory conclusion. No solution will be adequate until these conditions are met. Regardless of how health care systems are ultimately controlled, the following needs must be addressed:

1. No patient should have to wait for bureaucratic permission to seek health services.

2. Only actual care givers should be able to profit from delivering the necessary services to care for patient needs. No one should be denied reasonable care needed, as determined by agreement between doctors and patients.

3. Funding for providing all health care services should be handled separately from individuals being directly billed for health care, and should be handled as a society rather than on an individual level. To accomplish this social level of funding, every person with income should make a single avenue of contribution according to the scale of overall need for funding and individual income.

4. Funding administration costs should be kept to a minimum, and not be based on profit incentives.

5. Providers of health care, medications, equipment, facilities, and services should be regulated by profit ceilings based on accountability for charges and reasonable levels of incentive, determined by the governance of the regulations from social representation.

6. Legal actions against care givers should be severely limited on procedures where patients have given their consent to undergo the treatment, and been properly informed of risks. Where patients are harmed based on malpractice or breach of trust, compensation to individual patients should be delivered through the social level health care funds, and recovered from litigation between the health care provider and social level representation.

Using these basic stipulations as a guide, the battle between bureaucracies, public or private, becomes separated from the primary objective of healing the sick.
